I just do mine in Photoshop.. I'm not sure what you can do in this "Starters" business, but what I usually do is I put whatever the image I'm bordering is on a new layer above the background or bottom layer, and then go to Canvas Size and add about 100 pixels to both height and width (differing amounts for different pictures). Then I just fill that bottom layer with whatever color I want and voila. If you want the extra spice of the thin border around the piece, I just put a 1-3 pixel stroke on the inside of it.

Go to Image > Image Size... and then just replace the height and width with whatever values you want. I generally keep mine at about 500px wide. I don't know how it shows on other resolutions, but it looks fine on my 1280x1024.
