Here's the second to last sketch for the 2012 Sketchbook. Here's one of Roy from Resident Evil 1.5.

I thought it'd be neat to have the that one letter, "Memo to LEON", to be written by Roy himself. Of course, other officers at the RPD pitched in, but he was the one that put in the legwork for writing. Poor Roy... in this universe of RE, he gets stuck with lots of things like this, even Marvin skirts away so he doesn't have to menial tasks like writing memos for new recruits and setting up party favors for a new recruit's celebration.

Let me type down what it says in the second panel of what Roy is trying to rewrite and edit of his rough draft of the memo... The edits from other police officers that put in their comments are in bold.

We all congratulate you on your new assignment to the R.P.D. We look... <--- (maybe add an intro & add congrats to him? --> B. Woods)

(Some kind of proofreading symbol) Congratulations on your new assignment to ^the (Roy, be a dear and make sure to spell out "R.P.D."!)---> R.P.D. <---(Thanks, Rita ) We all look forward to having you part of our... "

That's pretty much is what is written on his note pad there. I think he kinda having a hard time coming up with the right things to say for the new recruit...

I was thinking of a him bring his note pad to work on that nice memo for Leon when he's taking a break during night during an incident involving Sergeant Bryan Woods, Marvin, some cops, forest rangers, Roy, and some civilians (including Elza). I think maybe it has to do with some hikers and such that got terrorized by "monsters", and maybe even a unusually sized crocodile near a lake...
