Hmm around Kayeil? I selected the entire image of her (without the background) and used Selection --> increment. The selection drop down box is located on the top of SAI near where file, layer,canvas etc. is. You have to click it multiple times to get the thick outlines, which is a pain! xD

Ahh I see. Just follow the steps I gave you and you should be able to get a white outline c:
Though I forgot to say.. when you get the right thickness you want, you need to use the bucket tool to actually make it white. xD Also do it on the layer BENEATH the character, because if you don't you will colour over your character. xD So make sure you save it beforehand or undo it if you make a mistake. c:
