I'm going to guess Cacturne, Banette, Scyther, and if there's anything else, I'd guess Kabuto for coloring?
EDIT: HOLD UP. Final guess... Shiny Cacturne, Normal Banette, and Normal Scyther. No one would have EVER guessed Shiny Cacturne if not for the color scheme being the EXACT same as a scarecrow.
EDIT 2: Fixed the final guess.
EDIT 3: As for an ability, why not this?

I just realized this looks very similar to Scarecrow's unused design from a show named The Batman.
I say unused not to hurt anyone, but... yeah.
