Well, to me, Chara was a bad person (as Asriel said in pacific route) but the theory which says that Chara's the narrator is quite good thinking !
I think Chara must have been happy with the family dreemurr but Asriel knew about their bad plans, that's why he said that.
Chara wanted to kill humans, and somebody who wants to kill can hardly be a good person. Nothing can justify crime :c

Got it. Although, technically, Asriel didn't say they were bad, he just said that Chara wasn't the greatest person. He did say that Chara hated humans, but it's not quite clear if Chara wanted to kill all humans, or just the ones that were attacking Asriel.
