On the one hand, yeah, bit disruptive. On the other hand, 1) It's a pretty good version, and 2) It's kind of hard to coordinate movies and a TV show without disrupting it for those who miss the movie for one reason or another. Much like the trouble Bill Watterson had any time he wanted to make Sunday comics overlap with the story lines of the daily ones.

Yes. It always gets confusing when one has the same characters in different media aimed at different audiences. Heck, just look at all the Dragonball stuff that's not even canon.

Classic Nostalgia Critic: Crass, more absurdly over the top than the show itself... and yet surprisingly honest at the end. That last part surprised me, I'll admit.

He was trying to be over-the-top to emulate the show, and I would say he succeeded; wouldn't you agree?

Over the top, yes. Emulating the show, not so much. Last I recall, Power Rangers was never so low-brow. His review of the first movie was better, as I recall.
As for outlining the problems in the movie, hard to say. It's been a while since I saw Turbo (which I'll allow was never my favorite series), and I've caught Nostalgia Critic skimming over parts of the movie in order to exaggerate or even invent problems and plot holes. I'll grant that the lack of Ranger action was disappointing, and that it was strange that they dumped the Zeo powers for Turbo.
Honestly, one of my biggest problems with Turbo was something that he never even addressed: the Zords. The Turbo Zords did nothing outside of their MegaZord configuration except drive (duh) and turn big. Heck, even the Zeo Zords were arguably a downgrade from the Dino and Ninja Zords, given that two out of five couldn't even move on their own.
