I'm kind of iffy on the idea of Muzzle as a Rover, because the fact that he wasn't and was still an effective member of the team (some might say the MVP, in fact) was what made him so distinctive. He'd have to have a really unique personality to work as an actual Rover.
Artistically, though, I really like the way you drew him. Very nice.

Muzzle is finally free from his restraints. Now he can enjoy his freedom and never have to be restrained again. I only wish this could have happened in the show.
