She's present in several side-stories in the manga, volume 6 has a page in the back that mentions the details of her creation and her weapon. She's a character that was made exclusively for the Playstation Tokyo Mew Mew video game. If you look it up on Youtube, you should be able to find some gameplay clips and her transformation.
