That's not a second Phin, that's his biological father. He's an oc made by kicsterash named Francis. That's why he is part of the Flynn joke. In case you were confused, in the first drawing called "Its a Flynn thing", they were indeed referring to Francis as difficult to deal with, and not Lawrence, since he technicly is not a Flynn. (Although Lawrence may be a bit difficult as well! XD)
