After the events of Unleashed, it had been established that Dark Gaia and Light Gaia (Chip) are both, in a sense, in sync. When Dark Gaia was forcefully awoken by Dr. Eggman, Light Gaia was also awakened, and after the events of the game, both were laid to rest. Hell, Professor Pickle literally explained during the ending of the game that one cannot exist without the other, and both exist to balance each other out.

With that being said, Chip's necklace being left behind for Sonic to wear seems to indicate that at least some essence of Light Gaia stayed behind on Mobius. If that were the case, and if the two entities need to share a similar state to stay balanced, this would also imply that some essence of Dark Gaia also stayed behind and if that were the case, where did it end up...?

Enter a completely clueless mobian who just so happens to suffer from anxiety and unresolved trauma, a perfect vessel for this leftover essence. As for why her design is more inspired by the iconic looks of Dark Gaia's minions rather than the werehog, well, Emmette's willpower doesn't compare to Sonic's. Since the essence itself isn't too powerful due to Dark Gaia being dormant, she only ever shifts to this form while under extreme amounts of negative emotions (stress, panic attacks, extreme sorrow, anger, etc.) While under this form, she's less like herself and much more like a very scared beast stuck in fight-or-flight mode, and usually the best course of action is to either calm her down (if you're even able) or let the overwhelming rampage of emotions run its course (which can take a while). To add to her confused and panic state, she's still as blind as she is in her normal form, so the loss of her glasses is very much evident.

If she can recognize you as a friend, she'll run away, but if she sees you as a threat, well... God help you.
