1) No. It looks like large monitor lizard.
2) Mokele mbembe isn't real, in the sense of a literal sauropod wandering around modern day Africa. It's an artist's prerogative to interpret things like this, and a giant monitor being responsible for the legend of Mokele mbembe is a very good, refreshing, and exiting interpretation.
