In his storyline, when he's summoned an icy cave would ascend from the ground, it's mouth gaping open, baring its icicle fangs and releasing a summoned water elemental always prepared to fight until it's he'd breathe his last air bubble.
That would explain why he looks like a shark.

Yeah, he's a water elemental, but parts of him he froze to make solid for battle (I thought making parts of him icy would make him look more intimidating).
