Why is an interdiction cruiser exploring though? Especially because most empires don't have that many of them (not sure where the Union stands though)

Because any of the Dart variants are kitted for exploring, all the Dart variants are pretty much jack of all trades. So some ships are rotated onto exploration missions. Besides Anchors have larger sensor suites as they need them to effectively interdict.
