On a frosty morning in December, an appeal for ex-Mayor Bellwether's conviction is stonewalled when the mall across from the courthouse suffers the worst savage attack in recorded history. In the aftermath, Wildehopps's investigation leads to a growing anti-predator organisation protesting the inclusion of a thirteenth district, a stalker threatening the pop singer Gazelle's life, and possible links to the first case the duo had ever solved. The answers they seek lie with the Casel family, the wealthy descendants of one of the esteemed founders of Zootopia who have a history with the ZPD's resident cheetah receptionist...
