I calculated the necessary velocity to cause enough pressure given Equestrian phsycis at a single point in the sky to cause a mass compression resulting in a black hole to be 2.596*10^7 m/s. In comparison the sonic rainboom occurs at about 2.312*10^5 m/s.
Derpy is pretty damn fast.
