It's Vault Boy, not Pip-Boy.
In 1 and 2, the Pip-Boy could actually be seen to have a mascot of its own, who wore yellow with red accents. It's not seen anywhere anymore though.

Gradients and panic, is how. it's all basic colour and shading layer but then I put a bunch a new layers with many colours and screamed at it and this was the result
