I suspect it involves noise in some way.

Actually, all I really did was google a glitter texture, found a free one to use as an overlay, used the dodge and burn tools to add some dimension, and added a few random specks and starbursts with the brush tool. The more transparent-looking areas were lightened on a separate layer.

Feels weird actually seeing both her eyes, though...but holy crap that dress is glittery. Good work.
Also, O-Girl is looking great so far. Dunno if I'd gotten around to complimenting your work on that, but your colours look great, that rough style you're using is very neat, I want to steal it oh so badly.
