Πf course all. I think even in Photoshop CS1 . Normal round hard and soft brush, layers, and lock the layer.

The overall quailty isn't the most realistic (the opacity, for the most part). However, it is without a doubt the best water tutorial I've seen so far.

I was trying to do just water. Next time I will try to make transparent water (for example to draw water mage lol)

i was just thinking of how i could improve my water the other day~ Next tutorial should be large bodies of water! lol i can do small drops like this but larger volumes bigger than a bath tubs.. nop :I
