This is nice simple tutorial on the steps to make something go from looking blue, to looking like water.
However it seems like you're missing a few notes to explain some of the aspects of Photoshop/Paint tool sai to get the right effect. For example, are you placing all the colours on the same layer or different ones? Also a bit more of a description on the brushes used would be nice (things like size and opacity perhaps)
But overall a nice little tutorial I'm sure will help many people. So thank you for sharing this

It's impossible for me to go over step 1. Yes, a _hard_ brush and we make the firts gray and then blue layer, we lock the transparacy... Then? What kind of brush do you use? How do you smoth it out? The transition between the 1at and 2nd step is just too fast... I'm lost... Could you help me, please?

Oh I think I forgot the most important thing. In the beginning you need to create a new layer. Do not draw on the layer "Background"! and then you can lock it. I'm so sorry, it's my fault.

This is pretty awesome and informative, but it comes across as more of an "intermediate" level tutorial and I think even some "intermediate level" artists could benefit from more "amateur level" explanations of things they're trying for the first time.
What I mean is, I think it would be a better tutorial if it included notes about how and why you're doing certain things the way you're doing it. For example, the splashes and the splashes coming from the main stream of water. It would be nice to know how you came to the conclusion of where to put them and how you should form them.
I think that would help a wider spectrum of artists at different skill levels.
