I think her evil expression is meant to say, "Gonna whoop your a** for staring at mine."
Seriously though, when I logged onto Bulbapedia and saw that she looked like this now, I just said, "Daaaaymn!" I guess it's obvious I'd never played completely through the gen. 2 games or their remakes.
