An Adoptable is a design for a character, creature, fursona, ect that is for sell.
If you buy an adoptable, you then own the character which you bought.
If your planning on buying an adoptable, be sure to watch for "rules", Some people like to "tie down" there designs so tight, it's not worth buying.
