This is Alizeh aka the unused trainer from the concept art of the beta design of Latias/Blaziken (ET1TwS6XQAEx0yf (1265×800) (twimg.com) ) and as well the promotional artwork of Latias and Latios drawn by Ken Sugimori (ET1TOEsWsAACueC.png (700×490) (twimg.com) ), it features two pictures of Alizeh with two different designs of her.
