I still do a lot of things in a program from 2001! But if you want something modern that's affordable, wait for Clip Studio Paint to go on sale (which happens a couple times a year).

The one on the left is from scratch (with Photoshop brushes), the one on the right is the same thing with a purchased watercolor texture on top!
