No-it leaves no room for bases traced from screenshots of the show.
    Regardless, it's against art policy AND shows a decided lack of artistic integrity.
It's not right to ask people to credit-or pay-you for "your base" when it isn't actually yours.

It is entirely possible-and not that hard-to actually draw a base- "show style" or otherwise.

First "stealers" is not a word- the word you're looking for is "thieves".

Second, not trying to "crucify" you- just informing you of the DA Copyright Policy before you end up in trouble for breaking it- which is entirely possible.

Third, it doesn't matter if "they don't care" or "everyone does it"- it's still wrong.
Besides, according to that "logic", you could justify almost anything.

Fourth, I've actually seen MLP bases that AREN'T traced that are good quality and even have add-ons for pegasi/unicorns.
And the poses are interesting and versatile- as opposed to "looks exactly like a highly recognizable scene in the show" or "boring background pony standing pose #35567."

Fifth, in the very links you mentioned, Hasbro actually removed the infringing font quietly- just like how any artist could remove a traced base from Deviantart quietly.
As opposed to going "they're the stealers!" maybe you should learn from that and take down your copyright infringing stuff before you end up banned.

Second: I know, it was a sarcastic comment
Third: I'm very well aware that is not very good logic, and yet I don't justify much.
Fourth: I have made original bases, but they are not very good.
Fifth: Then that means vector artists should take down their art too, because they take from the show as well.
Sixth: No. I will not take down my stuff. I have made it because some people need help with their art, and I like to provide help.

1: Yes, "vectors" that are traced should also go down.

2:There are far better ways to help people with their art than "making" bases out of copyrighted material.
You could link them to tutorials you've found helpful, recommend art construction books, give encouragement, critique to the best of your ability, offer artist features.... there are so many better ways to help other artists than what you're doing now- and all the things I just listed won't get you in trouble for breaking site policy.
What you're doing right now is more likely to end up hurting you than helping anyone- which would be a shame, since other than the traced-bases you seem like a decent person.
Try to help in other ways- I gave you some suggestions, and there are plenty of other things you could do. ^^

1: Well most things that hasbro makes in it's art books are just bases or uncolored vectors, so there's that. Oh, and the traced base section is for stuff like that, the description being "Miscellaneous shaded dolls or bases created via the tracing method of drawing on top of an existing image."
The site seems to be okay with tracing at least.

1: Hasbro is tracing its own stuff  in this case. Tracing your OWN work is a-ok.
Tracing someone else's without permission is NOT.

2: Yes, I know there is a traced base section- but you still have to get PERMISSION if it's a copyrighted source.
That is site policy.
The site is NOT ok with copyright infringement, which is what making a traced base without permission is.
Besides, how would you like it if someone made a base out of your work without your permission, and then asked people to credit them and not you?
Probably not too much.
Further, according to fact #157, screenshots can NOT be used in DA submissions- see here:help.deviantart.com/157/
Which, in combination with the copyright policy, means that a traced base made from a screenshot without the image creator's permission is NOT allowed on DA.
As in, the site is NOT ok with tracing without permission.

Which means what you're doing is totally wrong.
Think about it- would you like it if someone made a base out of your work and didn't get your permission?
Probably not.
Just because you don't see the artists who make the animation doesn't mean it's ok to leech off their work.

As I said before, there are a lot of ways to help other artists WITHOUT stealing from other artists in the process.
Which is what you're doing- you're taking someone else's hard work, and claiming it as your own.
And that helps NO ONE. It will only get you, and quite possibly the people you're "helping", in trouble.


You could just as easily take that time you spent "making" bases on critiquing , recommending tutorials, and other activities that actually benefit other artists. 
Even just offering words of encouragement would provide more benefits than a traced base.

If you HAVE to make bases to help others, than make them yourself.
No one can respect a tracer, but an artist who makes their own work is respected.
Drawing takes time to learn, but so does anything worth doing.
Don't waste your efforts on something that will only get you kicked off DA- use your skills to make something worthwhile- and your own. ^^
