Officer Donald Rock is a very strict and over the top Police officer. He's bitten by a Ooozequito during a confrontation with the turts.

Physical appearance:
As a human.
As Officer Rock he was a tall muscular Caucasian. He had dirty blonde hair followed by a thick mustache. And Sometimes wearing sunglasses.
He wears a police cap and uniform (consisting of a short sleeve button down shirt with a badge, blue jeans, black boots and utility belt)

As a mutant Harpy Eagle
As IlEagle Rock still wears what's left of his uniform prior to his mutation minus the cap and sunglasses. His head full of grey and dark grey feathers resembling his animal. He has Yellowish green eyes And yellow talons for hands followed by dark wings as arms and Large tail feathers

Personality: Officer Rock showed clear passion for his career and is a very strict and serious police officer and even taking it too far. Whether it's on the streets or even in station with his fellow cops (who DID find him very annoying) he was still a number 1 rule and law abider sometimes to the point of yelling at or almost arresting innocents (and his fellow cops) or wanting to steal their cases despite how small or even personal (thinks Officer Brooks RaphaelLover123 isn't doing a better job with hisissing wife. Yeah they do not miss him one bit). He thinks of himself as a hero or Defender of New York and has what he thought was a bald eagle feather has a good luck charm. Even after quickly being told it's a harpy eagle feather he still brushed it off as any eagle is a symbol of justice. Even after mutating he still believes he's always in the right and doesn't think he's the bad guy despite of his bruteful actions as to using his new powers to go after and hurt whoever seemed like a criminal (ex. Accidently missing the trash can)
Ironicly making him an Antagonist.
(An antagonist is not necessarily evil, he merely has opposing actions, thoughts, motives, etc. to the protagonist. The term does not say anything at all about the actual personality of the character. It is simply a plot role.)

Abilities
IlEagle can fly a great height and pretty fast aswell. Making it hard for humans to outrun him. He also has powerful talons that can grab and tear apart just about anything even the roof of a car. And using those said talons he can lift up anything or one as big as he is making another ability super strength.

• Officer Rock is actually a former OC of Es05l(me) from their scrapped
non fandom verse called the Mutagein girls much like Claddia Brackston who was heavily inspired by one of its characters (my old OC) Janet Baxby. And he was also an antagonist of that OC series.
• Officer Rock however was African American in that series whereas now he's Caucasian.
• There is concept art of the new Rock if he had contuied being African American. But SOMEONE said he looked like Baxter Stockman presumably 2012.
• Rock also had a series of different fates in his previous series one of them turning into a mutant moth. Now he's a mutant harpy Eagle.
• Rock actually HATES being called ILEagle.
• ILEagle is word play on illegal and Eagle.
• ILEagle AND Elegant both had onscreen mutations.
• In concepts ILeagle was also almost going to be a Gorilla.
• ILeagle was also going to have just wing arms and no talon hands.
• ILeagle eventually becomes a member of the Ferocious five.
