In this page, "Kenny will participate as your technical support cum manager" means that Kenny will be the team's Technical support and manager at the same time. It's a perfectly normal English word to use. o_O

The sad news about it is that the books were being placed in amongst the comic section, which is where most "children" would go to. Imagine the parents expression if they found out...

As long as it's not detailed, it's fine. You don't see manga like "Crayon Shin-chan" being censored where Shin-chan shows his baggage like every other chapter, do you? Also see "Solar Boy Django", etc.
As long as it's for comedy purposes and not other purposes it passes the censors.
