Even from a distance I was driven by that light. It oozes with mystery, possibly an ominous feel yet with the photograph being monochromatic I sense purpose, as if this person is searching for something.
The person is framed just right to compliment that "mystery" and the blur definitely helps that but here is my issue with this photography.
Everything is too blurred. Yes, it helps-- but as "too much of anything is bad". This, definitely is bad for your image. A tad clarity on the pavement will help your audience feel as if they are part of this "mystery".
And that light on the person's head, is too strong. It should be just a weaker if not more subtle.
Regardles, what it lacks in colour makes up for subjectiveness.

I love the composition, the whole symmetrical-but-not-quite thing. Your use of available light (I'm assuming it's available light anyway?) is really effective and creates a wonderful atmosphere.
