I do think what we know of the Picts in this age is definitely taken from a Romans perspective, demonising the Picts and making them look utter barbaric.
Why would that be effective if the Roman soldiers were trained expect these people they clearly believed to be utter insane barbarians.

Granted that the records are written by Romans however they also have recorded times when Legion/Cohort commanders decimated their unit when it had broken, displayed cowardice, in the face of such 'barbaric' tactics. The Romans were literally a military 'machine' yet its interdependent components were still simply men. I am a former Marine who served in various combat zones and have seen well trained and experienced men crack under certain circumstances even after facing down other such in the past.
We must also consider that myth, magic and 'the great unknown' were all part of the Roman mindset such as their extreme distaste for the thick forests of northern Europe something that they had very little familiarity with. This was used to extreme advantage by Arminius when he wiped out three complete Legions in the Teutoberg Forest. Yes the Romans saw everyone outside the empire, with a few exceptions, as primitive barbarians but that did not mean that they did not see them as serious opponents capable of inflicting significant damage in battle even if they were eventually defeated.
All modern nations and military organizations used dehumanization of the enemy as a common training tactic and combatants take this to various length. In my day in the Nam they were Gooks and Charlie then in Iraq they were Hadjis and Towel Heads. They were denigrated and demeaned and still feared to varying degrees.
Training, and the battle plan, are only rock solid until they encounter the first enemy soldier then all bets are off as some damned fool back at HQ always forgets to give them a copy so they just go and make crap up. Tends to screw up of the whole plan of the day.

The figure lurched out of the dank mist which coated the forest. It was as if its very presence had taken anΒ asphyxiating hold upon the woodlands. The man took out his sword but he could not make his feet move as the creature approached him.
It reared above the terrified soldier and the silence was broken by a word uttered from deep within the blackness of the beings robes.

"....."
"NIH"

The man screamed with terror and sank to his knees,

"NIH" "NIH" "NIH"

The bloodcurdling words echoed throughout the forest....

Oh, I'm quite familiar with the Wendigo. Algernon Blackwood wrote a short story about the creature which is one of his best. H.P. Lovecraft and his associates also wrote about a different take on the creature, calling it 'Ithaqua'. In either case, yeah, it is a creature with cannibalistic tendencies!

It can be. While not one of my favorite creatures of horror, it definitely does have it's roots in some very dark lore.
