Description
Brave Roman legionaries are liberating a Germanic village from terrorists. Germanic insurgents are depicted resisting arrest (punishable by death), resisting sexual advances and wearing provocative clothing (punishable by rape) and violating housing regulations (punishable by arson). In the foreground, a social services worker is depicted liberating a child, who will be given a better future, a trade, and life time job security somewhere in the Roman Empire.

Yeah, you'd think many other nations did that sorta thing too...
Off the top of my head, achaemenid persians, HRE, british and others. It depends on how you define 'mercy'.
It was actually rare to actively slaughter the conquered, hence one of the reasons the mongols were so unique. As for rome itself, you should ask what happened to carthage.

Lump East Prussia together with Poland and eastern Germany as the Russians didn't discriminate between Germans and Poles; they were equally horrible to both. :/

Great job, but back then everybody was like that, less or more, Germans have never been victimized by Romans as much as the Greeks and Carthaginians were. Rome might have been cruel to west Europeans but their Romanizations entailed more advantages than harms, a good example of it is the post-Roman Britain.

That can be said about every civilization in history . Rome was the highest civilization in Europe, not in the world, mightiest Empire would be a more fitting term. ''Cruelest'' i doubt that, they may seem more cruel since they dominated other nations, back then everybody was just as cruel.
Romans are considered as the founders of the Western civilization, and in many ways it's true, their knowledge, organizations and principles were the rudiments that helped the Germans building the very first medieval states!

The Germanic tribes(not "German")were doing exactly the same things to the Romans at that time.

Arminius fought against the Romans when he saw what they did to his people.
And defeated 3 legions at the Teutoburger Wald, which helped Germania to be never
romanized luckily^^
