Description
A reference sheet for one of my original characters. It was done pretty quickly, hence why I don't think its as good as my usual work, but I hope this helps for anyone I do Fallout art trades with in the future
So here is Allison, a former NCR Ranger who became a vigilante after finally having enough of being discredited by her corrupt and incompetent superiors. Now she wanders the Wasteland protecting others and upholding her own form of justice in frontier-style fashion like her father before her.

She's an ex-ranger who became a rogue vigilante?
That's one great way to get both the Legion and the NCR to hate her guts.
The Legion don't like it when someone interrupts their slaver parties, and the NCR don't like loose cannons who can't follow orders.
I suppose Legatus Lanius and Colonel Moore would have already sent men after Allison, am I right?
Or does she just pick on gangs that neither side give a damn about?

Yeah I won't argue that. She has very low charisma in-game though, so that makes sense when you put it that way XD
She's had her fair share of encounters with the Legion, though I don't think Lanius would view her as a big enough threat to warrant sending assassins after her. As for Moore, Cobb definitely has a grudge with her, especially after the Colonel had started a smear campaign to get her discharged for working around her orders.
Nah, she leaves the gangs alone for the most part so long as they don't give her an excuse to come after them. I usually RP her living in Primm as a deputy of Sheriff Meyers, protecting the town from raiders and using her experience to train new recruits, if that answers your question.

Sheriff Meyers? The vigilante cop? Well, considering they're both vigilantes, it seems that Allison and him get along like peanut butter and chocolate, eh? Although him killing people with little to no proof of their crimes would make my Courier uneasy with him. I remember making Meyers the Sheriff in the past, but after seeing the end result of him being Primm's protector, I replaced him with Primm Slim instead. My Courier would rather see crooks get away rather than innocent people get their heads blown off.
If Legion slave raiders come for Primm, and Allison repels them, I'd imagine the Legion would send their assassins in. Some in the Legion might even want to enslave her, given her ex-NCR background. Especially when the Legion troops begin talking about raping the female Courier when she walks into their camp.
I remember encounters with those assassins all too well. In lower levels, it was a nightmare fighting them. In higher levels, it was free guns and ammo. There was one time where I didn't even let them speak; I just fired my grenade launcher at their general direction and blew them to hell, then went back to working for the Boomers.....
As for my Courier Vera Revan and her relationship with the NCR, she keeps it pristine, even when she works against their interests. She makes sure to use disguises whenever she's doing something the NCR wouldn't want her to do, and makes sure to erase any evidence of her involvement. She mostly has a cordial relationship with Colonel Moore, although in the odd times where she pisses Moore off (like that one time when she arranged an alliance between the NCR and the Brotherhood) Vera just uses Ambassador Crocker as her shield, knowing that the political class of the NCR ALWAYS outranks their military class. Vera knows the strengths and weaknesses of the NCR by heart, and she makes good use of both when working for them. She KNOWS they're incompetent, so she's going to use that to become a savior and get elected. From a Game of Thrones perspective, she's going to save the kingdom to become its queen.
In the end, however, Vera's real loyalty lies with her friends in the Enclave, and their plans are to subvert the NCR and slowly turn it back into the USA. Like the Legion, they want to destroy the NCR, but unlike the Legion, Vera and her friends think subversion is a much more elegant tool when compared to outright conquest. Vera agrees with Caesar that Kimball should have led a coup and the NCR should have become a military dictatorship, but unlike Caesar, Vera is willing to infiltrate the system and slowly transform it from within.
In my version of New Vegas, she also found a way to recruit House into the plan, by giving him some newly-discovered technology that helped reverse his aging and returned him to a healthier state of being, so that he no longer has to stay cooped-up in that stasis chamber of his. She also promised to make New Vegas the new capital of the republic when she eventually becomes President, which House likes, since that would give him more power over the NCR as a whole. My female Courier uses the war against the Legion as a way to get promoted within the NCR, so she can oust Kimball from power and become its new President. She's basically doing the Palpatine routine, except she doesn't need to make up a war since the Legion already did that for her.
She has the Boomers in her pocket, she made alliances with Joshua Graham and the tribes of Zion Canyon, she broke bread with the mutants of Jacobstown, she took over the Big MT and their stash of tech, she had the Boomers and robo-scorpions take over the nuclear silos in the Divide(after stopping the nukes from launching there), and she has the wealth and technology of the Sierra Madre Casino, which she plans to spread within the NCR to gain more popularity. Just as well, Vera goes on doing good works for the NCR so that the military, the Rangers, and the people would know who to vote for.
Vera has a long list of accomplishments to use so she can gain power in the NCR: She's stopped Legion raiding parties, she persuaded the Khans to leave the Mojave, she got the Kings and the Followers to work with the NCR, she stopped an assassination attempt on President Kimball, she stopped the bombing of the monorail at Camp McCarran, and she helped improve the conditions for NCR soldiers in Camp Golf and Camp Forlorn Hope, training soldiers in the former and helping the latter take Nelson. Vera also made common cause with Chief Hanlon and the NCR Rangers, convincing him to stop falsifying reports by saying that House's Securitron army will assist the NCR in defeating the Legion and patrolling the Mojave after the war.
And when it comes to gangs like the Powder Gangers and the Fiends, she opts for a zero-tolerance policy, so just imagine her wearing Enclave power armor and showing up to a vault full of Fiends or Powder Gangers and opening fire with whatever advanced weapons she has on hand, be it holorifles, LAERs, or the gatling plasma weapon, the Sprtel-Wood 9700. She wipes out the gangs so that neither the NCR nor the Legion have to.
The one thing that complicates things however, is that her hubby works for the Legion. While Vera manipulated them in the past to get House's Securitron army online, she doesn't believe in Caesar because he sees him as an egotistical idiot. Her husband, however, truly believes in Caesar's cause and wants law and order to be enforced by the Legion-which throws a big monkey-wrench in her plans. He is the one person that she sees as an equal in military tactics and political maneuvering, and he's her enemy. While she never really liked him to begin with (they were married on the orders of a family member for pragmatism's sake) she knows that he's the biggest threat to her long-term plans, and the fact that he signed on as an honest-to-God Legion soldier pisses her off.

How do you think she and Allison would get along? Would they be friends, or enemies?
Considering Vera supports Primm Slim for sheriff of Primm, and she doesn't like people who kill with little evidence or proof, I suppose they could be rivals. Especially since as you said, Allison Cobb got in trouble with the NCR and Colonel Moore, whereas Vera has them AND HOUSE all wrapped up in her fingers.........

Colonel Moore: Lady Vera, we need you to deal with a situation in Primm.
Vera: Primm? Did those criminals take over that town again? Lemme get my gatling plasma gun.......
Moore: No, not that. We have an ex-NCR Ranger who's causing some trouble. Her name is Allison Cobb. She's working with an ex-con sheriff named Meyers and killing people with little evidence of their crimes.
Vera: Meyers! I'd rather pick that robotic twat Primm Slim to guard that town! How do you want me to proceed?
Moore: Challenge her to a showdown, she won't be able to resist.
Vera: Great! I'll be sure to bring Joshua Graham's pistol for this event.
Moore: Wait, you have the Burning Man's pistol? How the hell did you get that?
Vera: I made friends with the guy when we wiped out some pro-Legion tribals. Anyways, do you want me to bring this Allison to you alive, or dead?
Moore: Either way's fine, but I'd prefer it if you brought her in alive. She's making the NCR look bad in this situation, and I want to make her suffer myself. The NCR does not suffer its men becoming vigilante killers.
Vera: Sure. So long as you understand that Vegas is my turf, I'm more than willing to give the NCR its due.
Moore: I look forward to hearing of your success, my lady......and send House my regards as well.
Vera: Yeah, sure, although these days, that jackass can't get enough from eating at the Gourmand. I suppose being locked up for centuries in a stasis chamber would make you REALLY hungry.

Damn, way to make Moore a woman with a grudge lol. Then again it would be understandable for anyone living outside of Primm to assume Allison was some kind of renegade out to damage the NCR's reputation, depending on who you'd hear such stories about her from.
Don't know how they'd get along honestly. If Vera challenged her to a fight though, I'm afraid that Allison will politely refuse before offering her a drink at the nearest bar or asking to be left alone. Her time with the NCR is done and she's not a Ranger anymore. She quit on her own terms and now just wants to put all that crap behind her.

Moore is a woman with a grudge. Normally, bringing the Brotherhood into an alliance with the NCR would be something most NCR folks would approve of, but Moore hates them so much that she despises the Courier for bringing the BoS into the fold. But, Vera knew she didn't need Moore's approval, but rather Crocker's and Kimball's.
If Vera was ordered to take Cobb down, she'd probably do it by killing or kidnapping Sheriff Meyers just to get Allison to show up. I'd like to see how Allison would react to that. Considering Meyers was hanging around with the Powder Gangers for a while, Vera wouldn't have any problems killing him, seeing him as just another ex-con who needs a bullet to the head. Especially since she did see Meyers once in the NCR Correctional Facility when she put it to the torch and slaughtered all the Powder Gangers there. As I said, Vera has a zero-tolerance policy when it comes to gangs, and she's just as ruthless as Caesar's Legion when it comes to dealing with raiders and gangs. The only difference is instead of crucifying them, she just uses prototype weapons to disintegrate them or paint the walls with their blood and guts.

The NCR sure as hell won't, and Vera always makes do with following orders.
After all, she has to look good for the NCR high command, and she doesn't give two wet farts when it comes to tracking down rogue operatives.
Considering that Cobb was riding with Meyers, a known criminal who kills people with little to no proof of their crimes, Vera wouldn't make much of a distinction between the two of them.
Unless of course, Cobb makes peace with Moore and the NCR high command, or pays Vera 15K in caps to leave her alone.

Oh, no, not death. Colonel Moore obviously wants Allison Cobb alive, so if Allison surrenders, Vera would let Meyers go in exchange for capturing Cobb and bringing her to Hoover Dam alive and unharmed.
Then it will be a matter of what Colonel Moore wants. Maybe she'll just line Cobb up for a firing squad for insubordination. Maybe she'll leave Allison to rot in jail. Maybe she'll assign Cobb to a suicide mission, supporting some God-forsaken NCR outpost in their fight against Legion troops. After all, an ex-NCR Ranger is still useful, and the NCR needs all the bodies they can send to that near-hopeless war......
Vera's idea of "making peace" is a bent knee from the person she's up against. Vera is very authoritarian, due to the fact of where she comes from (spoiler alert: she isn't from the Fallout universe, she's a visitor). If Cobb does swear allegiance to Vera and House, the two of them would be more than happy to talk to Ambassador Crocker to get him to release Cobb and have her fight for Vegas. After all, the military of the NCR don't call the shots-the politicians do. Then Allison gets taken to Vegas, given some nifty weapons and armor, and made into a member of the "Vegas Elite," Vera's personal shocktroopers trained by the Enclave Remnants and equipped with newly-forged Enclave power armor, courtesy of Mr. House. However, with that responsibility comes a healthy dose of indoctrination and mental conditioning-things like mental keywords and hypnosis are used by the Vegas Enclave forces to ensure loyalty, after all. Allison will become powerful, but it's not like House or Vera would leave her with power armor and advanced weapons without having some insurances.
If she wants to go back to Primm and guard that place, then Vera would let her. Vera might even use her money to make Cobb the new Sheriff. That, or she might name Primm Slim as sheriff and make Cobb work with him. Of course, Allison would have to remain loyal to Vegas and answer Mr. House's calls whenever he does call for help, but aside from that, Allison would have the money and equipment to protect Primm as she wishes.
Or, if Cobb agrees to, Vera can assign her instead to help guard the Followers of the Apocalypse. No training, power armor, or mental indoctrination, no induction in the Vegas Elite, just leave her with a loaded gun guarding the Followers and helping the King in Freeside keep the peace.

That's what I like the most about New Vegas. I can make up whatever background story for any of my characters. Fallout 3, despite its virtues, forces you to be some jackass scientist's son.

I feel the same way! Fallout 3 and 4 were good games, I just don’t like how streamlined the story and background of your character is... That’s why, in my opinion, New Vegas will be the best Fallout game until they learn how to do that again.

And the fact that all the DLC connected to each other in some way. I think it helps that Obsidian are focused on making narrative driven games as well.

I do like how all the DLC is connected. Obsidian did an amazing job, especially since they only had a year to make the game. The guys working on the Fallout 4: New Vegas have a YouTube channel too. They post updates and gameplay.

I know this a late reply, but I hope it helps regardless.
One way to help with this is to focus more on their face. Focus on drawing the most expressive pieces, such as the eyes and mouth. A simple smile and a slight wink of the eye will bring about what you want. Worry about their clothes/armor and pose afterwards.
Also, make their poses simple. A mere hand on the hip or crossed arms is enough if they are standing and a cross of legs is enough if they are sitting.
