The Andromeda Initiative Survey Ship Tempest is a 95,2 meter long unarmed scout ship used by the Pathfinder team to explore various worlds across the Heleus Cluster in the hope of finding suitable homes for Milky Way colonists in the Andromeda galaxy. Between missions, Tempest is the Pathfinder team's home, and everything in it is state of the art.The Tempest was originally one of several purpose-built ships for each Ark's Pathfinder team. The Salarian Kallo Jath was part of the team that designed and tested the Tempest and its prototype. When the Nexus struck the Scourge after arriving in the Heleus Cluster of the Andromeda Galaxy, the other Pathfinder ships were destroyed, making the Tempest one of a kind. Before the arrival of Ark Hyperion, Nexus leadership had planned to dismantle the Tempest for its parts, but provisioner Vetra Nyx protected the ship.

It has no firepower ? That already makes the Normandy better

Its a civilian survey and exploration ship, not meant for any military purpose. And it is the fastest ship ever built, even faster than the Normandy.
But from the look, i would always choose the Normandy.

The Normandy had excellent scanners, plus oodles of probes, AND it was armed. The Tempest has also been sent into an unknown galaxy. Even the Enterprise, of Starfleet, who styles themselves as " explorers ", was armed. When venturing into the unknown, I will be armed and ready.
Oh, and the Nomad has no guns either. That puts the Mako ahead of it

The point is still, that the Andromeda Initiative is a civilian organization. I doubt the major powers such as the Systems Alliance would allow that a civilian group armed it ships. As example, the USA would not allow Elon Musks to arm his rockets he shoot into space.
The only possibility i saw is a cooperation with the military. I would have liked it better if they had took a couple cruisers with them with a full military crew.

The Tempest is LEAVING the Milky Way ! The Council shouldn't care if they're armed or not. I would ensure the Tempest would be armed if I were in charge of the whole Andromeda colonization project- because that's what it is. Not only civilian- its colonizing and setting up a new government
