Yeah, Speedy's right. There is no way that Gai would know this, because there are SO many other Jolteons out there, excluding shinys, that could've been the Yellow Flash. Now if he recognizes Speedy's voice as the Yellow Flash, it would be creepy, but it would make sense. Instead, he "barely recognizes" him without his scarf and goggles, which makes me think Gai's using an even creepier way to recognize Speedy as the Yellow Flash which is even scarier.

Now Jolteon or Speed which ever you prefer in the q and a in questions 17 and 18 talks about how he used to be one of the fastest beings on earth, which would make the nickname "Yellow Flash" logical, and he would also enter TOURNAMENTS and races to earn poke for his family and formed a rescue team with a shinx friend who weve already met only a few pages ago but disbanded 2 YEARS ago which would make it logical to conclude that our buddy Speed here is indeed the Yellow Flash and this explanation went on for wayyy longer then it should have
