It is Rouge yes but her and Shadow have a special kind of relationship. Where they have a mutual respect for each other and are partners. I can't see Rouge doing something like this to Shadow of all characters. Since Rouge never even tries to flirt with Shadow. She teases him on the occasion yes since they have a strong bond and Shadow doesn't mind it. But she doesn't have any sort of romantic feelings towards him. Which is why she wouldn't do that.
She would with Knuckles since she has flirted and teased him in the path. As well as the writers making it obvious in the games, Sonic X, and the Archie Comics that these two characters actually might have some sort of thing going on.
