Dragon Scales are said to be strong and hard so he doesn't really needs full body armor.
Besides you're actually mistaken, the armors were basically part of the army suits from the Samurais that were part of the royal army, most samurai's in feudal japan era didn't wear armor at all, a Samurai was recognized moslty because of his skill with the Katan and his honor code, the armor was just an add.
