The creation of a Hemomancer is a thankfully rare thing, mainly because the art of hemomancy is a rare thing in itself. It is a class of magic that is not often used, to the point where there is probably a good percentage of people who aren't even aware such a magic exists. With this, it is probably important to first explain what hemomancy is (also known as blood magic). While indeed it does involve controlling blood, the main root of hemomancy is using blood to fuel spells and runes. Normally, magic users would use stores of mana (either internal ones or external sources that are found in certain enchanted objects) to power their spells and specific magic. With each use, the caster will temporarily drain their stores, forcing them to take time to recharge. There are certain work arounds that mages use to keep their mana stores full and ready, and hemomancy was one of them. It saw much more usage many decades ago, but as our civilizations have learned and grown, we found better options to replace this barbaric art. Before that, though, hemomancy was used by magic users so that they could use a different fuel source for their spells: blood. Something about this bodily fluid is capable of being warped and mutated so that one can use it as a mana replacement. Perhaps it is a connection to our own bodies. After all, humanity's magic comes from our flesh, mainly from the Splenius magus. With just a little use of mana, one can energize large quantities of blood to fuel spells and summonings. Once the magic is cast, the user will have used very little of their mana stores, instead burning through the collected blood. Though that does seem useful, one must know that one of the reasons hemomancy fell out of favor was its inefficiency. Comparatively, it takes almost double the amount of blood to fuel one spell than it does for mana, as blood is not nearly as powerful. Large, complex castings are indeed possible through the use of hemomancy, but you would require a ludicrous amount of blood to pull it off. And once it is used, it is gone. The blood that is consumed from the ritual does not replenish like your internal mana (unless you are literally pulling the blood from your own body, which is not only incredibly dangerous but incredibly stupid as well). This caused the issue where hemomancers would need to gather large quantities of blood in order to perform, which meant that they needed to find something to kill and bleed. A first, small time mages in this art may use animals and livestock to gather their blood, but this never lasts long. In time, they will turn to humans and other sapient beings, which they are never too happy about. So not only was hemomancy inefficient, but it was a good way to get a battalion sent to your doorstep in order to figure out why townsfolk keep disappearing.Nowadays, hemomancy is a rare thing, only practiced in extremely remote places, or in lands that see a fair share of war and bloodshed. If your kingdom is in nonstop battles, or has a tendency to perform mass executions, then hemomancy is a bit more usable. If the blood keeps flowing, than you got a nice constant source of energy for your magics. What one needs to be wary of, though, is that hemomancy is also capable of causing mana poisoning. Just because it doesn't use a lot of mana does not mean it is immune to Mancer Syndrome. In fact, hemomancy seems to be a rather potent magic, causing infection to set in much faster than other classes if not properly used. As one goes down the path of hemomancy, you will begin to use blood for more than just fuel. A trained hemomancer could actually control it, bending it like how a Hydromancer shapes water. The one difference, though, is that hemomancers must have physical contact with the blood. One bit needs to be touching them at all times, which isn't all that restrictive if one is creative. With the right know how, one can make blood tendrils, blades, hooks and limbs. Some (in)famous hemo-mages would actually go into battle wreathed in the blood of their foes, using it for both weaponry and fuel. As time and usage goes on, the infection will start to set in and the user will begin to thirst for even more. The draw of power and blood will become intoxicating, until they begin acting much like vampires. Any source of blood will be attacked and drained, as they become desperate to quench this bottomless thirst. More blood will be added to their bodies, both internally and externally. As it goes on, they shall fill their flesh to bursting with this fluid, which will eventually trigger the transformation. All at once, their obscene collection of blood will swell and churn, and their bodies will burst open to reveal a newly born Hemomancer.
The appearance of a Hemomancer is nothing short of horrifying, which you should probably expect for one who feeds on blood. Their original bodies will become emaciated and skeletal, as their blood forces itself to the extremities. The skin will turn gray and ashen, and some of their limbs may not survive the process. Their heart will enlarge to massive proportions, and their veins will swell to obscene sizes. These blood filled tubes will become tendrils and tentacles, spitting forth nasty barbs and hooks. The blood they so greedily horded will burst ftom their bodies and replace their lost limbs. Some may use their blood to skitter about on spider legs, while some may fly on crimson wings. Often, their appearance is much like an insect, their flesh and blood warping to create this twisted form. At this point, the human inside is gone and all is left is an unquenchable thirst. The Hemomancer will desire blood, and lots of it. With its new limbs and form, it will scour the land for prey and drain those who fall victim to their powers.
In this form, Hemomancers can control their stores of blood with frightening efficiency. Limbs and weapons can be formed in the blink of an eye, which will lash out then dissolve mere moments after their use. They can harden this fluid to the strength of iron, using that ability to make blades, darts and hooks. They can fire off volleys of solidified blood shards, drowning prey in a shower of razors. Fluid tentacles can erupt from their mass to snare fleeing prey and pull them in for draining. When victims are captured or slain, the Hemomancers spiked tendrils will come in to suck them dry. In most cases, though, this is not necessary. Hemomancers only need to touch a source of blood in order to control it, and that applies to blood still trapped in someone else's body. If a Hemomancer even lands the smallest of scratches on your body, they can hijack your blood and take it as their own. This means that they could use it to puppeteer your body or cause the fluid to evacuate major organs so that you asphyxiate. In most cases, though, they will just cause all your blood to violently explode from your body, popping you like a water balloon. Your blood and chunks will be absorbed into their mass, and they shall continue their hunt. As they feed, Hemomancers will become larger and stronger, using the stolen blood to fuel their growth. If they get enough meals in quick succession, they can become massive threats to everyone in the kingdom. it should become top priority to take down these beasts, before they start consuming entire towns and cities.
Though they are quite intimidating, Hemomancers do indeed have weaknesses. One major weakness that many overlook is the fact that their energy source is both a liquid and outside their body. If you have ever seen a small water puddle dry up from the sun then you should know that the same applies to the blood of a Hemomancer. No matter what they do, they will slowly lose bits of their blood stores to evaporation, which is one of the reasons they are always looking for replacements. The use of fire and heat may help quicken this process, boiling their blood until there is nothing left but dust. Ice and cold is another option, though it will not fully destroy their blood source. Frozen blood is still blood, which means they can still control it. The sudden change of state can still be used to throw them off, especially if they are using that blood to fly. The other big weakness is their heart, the cradle of their power. Destroying this organ will kill them, and it is a rather obvious target. Piercing weapons are perfect for the job, and it is best to use long ranged tools. A big thing to remember is to keep you distance. If the beast gets in a single slice, you are doomed, so keep faraway and attack them from a safe distance. And if things get reeeaaally dire, than hire some dryads or fetch some golems to do the job. Hemomancers lose a lot of their advantage if their targets don't have blood in their bodies.

Now I'm imagining some crazy wizard using a hemomancer's blood to create vampires (and I mean the "normal" version of vamps, AKA: they can look like humans, you become one by drinking their blood, ageless, etc.)

Hemomancer blood would have some pretty interesting effects! The issue is that you have to get that blood away from them first, as they are not so keen parting with any!
