I tried to apply the oil paint filter in photoshop CS6 to portrait of the characters. This work, together with correction of color and light took 2 hours. When a good portrait in good quality would take 2-3 days.
Here you can see a WIP picture which shows how to process the screenshot using PhotoshopCS6 and plug-ins from Topaz lab. exobiology.deviantart.com/art/… And in this way to make a quick portrait from a photo or screenshot. However the quality of this portrait is not very high.

Since my most favorite characters is the Wraiths of SGA. I used for this experiment screenshot from the TV series Stargate Atlantis. The result is worse than with decor items here exobiology.deviantart.com/art/… . Filter oil paint simplifies the details of the character face and makes it not realistic. All details are tainted and not realistic this is especially evident in the figure of the hair.
However, for the background, this filter can be used. Particularly well the oil paint filter in photoshop CS6 is suitable for filling empty space. There it creates smooth brush stroke. But characters necessary to draw separately with a brush without filters
