He's one of Konami's mascot characters... we only got a few of his games in the west; but he's huge in Japan.

I thought he looked familiar I've played something his in on nintendo 64 but I thought it was a pretty horrible game

Yeah, I know which one you're talking about. I'm a big fan, so I liked it anyways; but it doesn't live up to his 16-bit legacy at all (it does have a seriously wicked soundtrack, though!)
Got to play him on SNES to really see him in his element.
