For the same reason that Sunstreaker was the best fighter of the original Autobots, despite having a 'skill' of 5 on his Tech Specs; ie- nothing makes sense when it comes to Transformers!!

Well, the Marine and Flyer Corps don't need him as a transport. And, according to S.O.S Dinobots, Slag and Grimlock can fly. And I think Snarl could too in War of the Dinobots. *runs to watch it*
