Being a kandi kid or wearing kandi shouldn't be about the fashion. It should be an expression of things you like/enjoy. If you want to wear colorful bracelets and all black clothing...Do it.
You can and should wear whatever makes you happy and don't let anyone tell you otherwise. PLUS wearing kandi doesn't mean you are a kandi kid. it means you like beads/beading/intense colors.
As far as making kandi...Regular elastic works, keep an eye out for wonderful beads from other necklaces and what not. There are also tons of tutorials on how to make more detailed cuffs.
