as you can see, Anuvina's history can be a bit complicated.
I will try to explain some of the things.
the moment you see in panel 1 happens around 30-50 years before Year 0 in Anuvina's history. what you are seeing there is mostly known as a legend in the history books since this is also really out there even for the people of Anuvina. the only one who knows this is a real event is either death or is a secretive Time dragon.
Hanrig's background is a long one and to make a long story short; he is the first Fantaess, Knighted DragonSilver(the reason of his Sir status) and he had a deep bond with Kantas.
and oh yeah; he was Earth born.

Well he's sentimental, I would hope.
I mean I don't know exactly how long ago that all happened, but I don't WANT to think that there's darker reasons for it. (Maybe he had to pose as the Human after he died, maybe he purposefully replaced the man, things like that.)
I'd hope that he is just honoring the memory of his friend!

Kantas is known for being the King of Mercy so the darker reason is highly unlikely.
about your question with how long ago it was. the comic happens around year 3000.
Hanrig was alive around year 0.
so he has been dead for a while now.
you are pretty much right with Kantas reason to why he looks like Hanrig.
