At first I didn't understand why the fish were in the air. . .but it could mean how humans are killing the ocean and all the fish are dying!
But that's getting deep. Some Japanese-fisher could have just been really upset and said "Well yeah! No fish for you today!" And SPLAT they fall on someones head. . .
