I would say this is really expertly done and there is not much to critique. But since you asked for feedback, I would say a couple things that stand out for me.
First of all, the background and atmosphere are awesome. Well done evoking a whole world with just a few simple motions in the background. The weather effects are quite well done.
Although there is a good amount of rain in the air the face of the person seems bizarrely dry and sheltered (unmarred by droplets). Without seeing some kind of shelter or cover for their head, it seems vaguely surreal that they are in pouring rain but they only have a few drops on their face as if they are indoors. The face and hair seem a bit too hydrophobic for the weather OR the weather seems too intense for the condition of the subject. I would suggest simply turning down the rain a bit and make more distinct drops to give an excuse for the dry body and the behavior of the wind through their hair.
For these reasons, the contrast in the details could serve very well for a surreal or spiritual work where the physical appearance is not necessarily meant to be taken as literally their situation. Perhaps they are sheltered but still thinking about being outside. Or feeling desolation.
The expression and emoting are also very engaging. It makes the viewer very curious about what is going on in their mind. The eyes are well done. The style seems a bit more engaging than typical Japanese inspired anime/manga styles due to the nice character design.
With the right shots before and/or after this shot, it may answer narrative and setting questions and there may be no more need for any of the changes I suggest.
