According to yoji Shinkawa,the primary reason why Raiden is designed as a bishonen (a "pretty boy") is because
a fan letter stated that the addresser in question
did not want to "play a story with an old man."

MGS4 is my favorite version of Raiden!
And I have to say, I really dig your art style. It's got such a unique take on a more chibi-ish style, why also seeming really clean and fancy.
Not only Raiden himself, but the background and borders. Damn, it looks like it took forever!

see? this is one of many advantages of doing fan art, even if you don't get paid for it,
there must be someone that appreciate your art,
and that's not something that money always could compare with,
and you can meet someone and talk about something in common, in this case, this mgs4 ver of raiden.
yes, i agree with you about that, it's not like i hate the rising version, but this costume makes raiden looks lighter.
raiden was designed to be a bishonen, and this version is just makes looks faster.
even if i play rising, i always use this costume.
and the fact that kojima planned to make sequel of rising that takes timeline between guns of the patriots and rising,
would make the possibility that this version of costume will appear as default costume

I also liked his sword in MGS4, I dunno why.
It just doesn't look as bulky as the one in Rising.
Also, he has a SOCOM in this vers.

i didn't know that raiden ever use a socom in guns of the patriots, i must be missed it
