Pretty much is. States are united as america, but each state is its own controller. Hense the country name and understanding. Globally accepted if you 18 your safe in any state. Even if you move to another state where everything is legal at 16. You still have to have an address in that state for a full year, so you could travel just for a weekend for quick sex haha. They are talking about making drinking age globally 25 for USA.
