A robot is something that is built from bottom, up in mechanical parts. Rex is not that. He's a cyborg dog. And nothing is ever immortal either. He's 200 years old and going to be dying sometime. His brain had to be replaced in the game, if you so choose for him. 

And, I haven't gotten to that far in fallout 2 but there are cyborg dogs there too. I think those are more looked into than Rex and Roxie.
