I lost ALOT of detail when lowering the resolution, so hopefully what you can see here is okay. D:
This picture took me a long time to priffy up. So I hope my efforts have paid off.

Its a photoshop effect that you can use, a liquify tool.
When you create the base, you use the tool to smudge.
