No, that was never said in the show, and therefore not canon. It's a good guess, I suppose, but there is no indication that there are rehabilitation centers in the avatar world. Even if there were, who would want a lightning fire bender to be around people? Aand could take her powers away, but I doubt he can do that very often, as they didn't go into any detail on that particular subject.
In summary, the wiki is fan-made and mistaken.

You still can watch it, and see if you like it. It's free online if you're like me and want to try something out before renting/purchasing it. However, Azula doesn't appear to a little later on in the series, but you still might like it. Worth trying, right?
