He fails because of the scenario or the circumstances. For example, if in Mario 64 there is not spiked balls on the scenario, Mario can't beat him, or in the most 2D games, if there is not the fucking bridge and the fucking switch, Bowser owns Mario, because he is much more stronger than him.

Other examples:

SMB3: If the floor can't be destroyed by Bowser, he wins.
SMG: If bowser doesn't fight in a planet that would burn his tail, he wins.
SMG2: If bowser doesn't trow planetoids to Mario, he wins.
