Oh, so you stopped eh? I never understood why people hated Celestia. Sure she has flaws but doesn't everyone? We were just talking about that in reference to ourselves. I like Luna the most and for the people who don't, I can certainly understand. But Celestia deserves appreciation not condemnation. Heck, if it weren't for her then Equestria wouldn't even exist.

I did. The community became a little too aggressive for me and so I pulled away. Even though I love the show and the art associated with it, I do not want to associate with the fandom.
It's the issue of Mary Sue Dom, which they worked on in later seasons but disregarded in the first few. Now Twilight Sparkle has fallen into that category. People tend to be drawn to characters that seem more real than surreal, and Celestia is definitely more surreal. For that reason her power, her strength, and her omnipotence are often condemned as poor character development.
Especially after the fight with Chrysalis too i mean that was a ridiculous thing for the show to pull. Celestia was the all powerful ultimate being but she's beaten almost instantly in that battle. It didn't come together well enough.

Yeah, and that isn't the only messed up part about the whole Chrysalis part. I mean, where the heck was Princess Luna during all of it? What, was she sleeping? If she was then why didn't anypony bother to wake her up? When she arrives back at the end she actually says "Did I miss anything?" and no one says anything back! The very first time I watched that I was like "What?! Uh, yeah, you did miss something. Actually, it was quite a lot. I mean, your sister got defeated, Cadence was trapped, Shining Armor was under Chrysalis's mind control and Equestria was almost lost. But hey, why bother to tell Luna that when it's all over and everything is good, right?" Nopony says anything - not even Celestia! And everybody watching is left scratching their heads wondering Huh? What? I guess the makers of the series just automatically expected the audience to know where Luna was and why no one replies to her question at the end.
And I'm not the only one who's left stuck in the dark about that. There's entire chat rooms and discussion forums that are dedicated specifically just to that one part. It's like the Star Wars prequels - nothing makes sense! I mean, I did think that Chrysalis was kind of a cool character but I also, like you, thought that Celestia, who's basically God, would've had a little more power than she had. And then came the end when things got really confusing. Hey idiots, do you think that everything that transpired was not worth telling Luna?! I mean, maybe they thought that since Luna can see your dreams at night if she wanted to then once she did then she'd see everything that happened. Boy, I can only imagine her response to finding out that nopony told her crap.

A. It's the NIGHTTIME, so Luna would've been "on-duty" then.
B. The Gaia is implied to be an incredibly boring affair with the risk of running into unlikeable types (coughBluebloodcough), so anyone that COULD "pass" on it would. (Twilight and co. were hopelessly naive about the whole thing, which is why they didn't.)
B is also a good explanation for why Cadance and Shining Armor (who logically should've been there) weren't there either - Celestia said to them "go on a date or something - you would just be terribly bored if you attended", and the lovebirds happily took that advice.

It kind of is in a sense, I mean part of the purpose of the Gala was to basically shove all of the royals into the same party with one another. If you noticed the demographic there I assume they would all be considered "upper class ponies" (if that's even a thing), and while it would be much preferred to pass on such an occasion, it would only be proper to have the two royals there.
On top of that, note the other events that Celestia has attended in the daytime. According to the pony lore, Luna and Celestia raise the sun and the moon. I don't believe that they have to monitor it all night long, they just need to make sure that they send it up and then when their turn is over the other one leaves to raise their respective element.
And to even further support that, I understand she was banished and all thus her behavior, but do you recall that one episode where Luna returned to Ponyville and she was all about USING THE ROYAL CANTERLOT VOICE and speaking in a very formal tone? That suggests a culture of great class and dignity that existed long before the current generation of ponies, and this Gala, I feel, would fall into the category of that culture. Since it is still occurring in present pony times, it's treated as a tradition. And, as with said traditional means, Luna's attendance would again be logical for she would represent her end of the kingdom.
Finally, there might have been another reason as to why Cadence and Shining Armor were not in attendance, and this is regarding a timeline of events. Most likely, if they were in attendance, the episode itself would have to be extended as to fit them in. Logically, Twilight Sparkle would have interacted with her brother upon seeing him due to her extreme love for him, which would have required extra explanation within the episode. That explanation then would have to be taken further to explain the presence of yet ANOTHER Alicorn who is neither Celestia or Luna. If their presences weren't explained, I guarantee you some brony blog would have exploded with questions, and I don't think a whole season later for answers would be an appropriate reply.

Well, considering that it was the NIGHT of the GGG, I'd probably guess that Luna had to attend to her half of the diarchy.

Celestia didn't seem to want to subject anypony (except for the hopelessly-naive-and-youthfully-exuberant Mane Six) to that snooze fest called the Grand Galloping Gaia, so that explains who we DON'T see there. Not just Luna (who has the "on-duty" excuse to use anyway), but Cadance and Shining Armor. I tend to think Celestia gave them a free date night to go do something "fun" instead of having them get all dressed up for something as boring and stuffy as the Gaia is.
(There's also the very real possibility that putting Cadance and Blueblood in the same room would've been a REALLY BAD idea. We saw how much of a jerk Blueblood was to Rarity, after all.)
