Yesss, photoshop! I wouldn't know how to explain the process, though! Just sketch, then lineart, then colouring and then shading.... not much else!!! always with simple preset brushes.

This looks like its psychic/dragon which brings up a question: If Mew is said to be the Genetic Noah's Arc of Pokemon how come its Psychic instead of Normal, considering that normal types have been known to gain or completely change types upon evolution.
